This paper is concerned with the need to maintain road networks at the lowest whole life costs. It first discusses the relationship between network condition, service level and costs and how network maintenance may be optimised. Then it describes a network maintenance model for flexible road networks which has been designed to assist engineers plan and manage their network maintenance. Finally example applications of the model to Motorway and Trunk road networks are presented.
