       Notes - general: This report is concerned with the performance
                        indicators for two periods: April 1994 to March 1995;
                        and April to December 1995.  These were estimated
                        using information from the network of Trafficmaster
                        speed sensors.  The intermediate network covered 900
                        miles of road in south England (mainly motorways)
                        before April 1995 and was extended to cover over 1,600
                        miles of the English motorway network and about 330
                        miles of trunk road.
