       Notes - general: This paper considers how the TRRL Whole Life Cost
                        Model (WLCM) can be used to evaluate tenders for road
                        construction taking due account of estimates of the
                        future costs associated with the road pavement.  These
                        costs include maintenance work and costs to the road
                        user.  Selection of the winning tender can then be
                        made on the basis of whole life cost rather than
                        simply the initial cost as at present.
